If you prefer, though, you can toggle stalker shields so that they work like other shielded enemies with Cold Dead Hands, so you'll get stalkers using Novas and Maylay shields, and they'll drop them when killed.
Additionally, if you want to make them very deadly in general, you can specify that they only use Maylay shields. If you have the quality of gear pumped up, it's possible that some early-game enemies might not otherwise be properly equipped unless you've got something like this which unlocks everything. This is a duplicate of my BL2 Early Bloomer mod, and is also included inside BL2 Better Loot, though there's no problems with having it enabled in multiple places.
Note that if you have "Excellent Gear" or "Better Gear" selected without this option being active, you may end up with some oddities like E-Techs without elements. Additionally, there's one category in the "Main Mod" section which you may be interested in:. Remember that with this mod active, mods which provide buffs to weapons will help your opponents as well as yourself. You may not want to have any super-OP gear in your active mod list, unless you're looking for a real challenge.
This is sometimes offset by the enemy AI not really knowing how to use better gear efficiently, though for very powerful weapons, that's not much help.
It's not obvious in the vanilla game, but nearly all Loaders spawn with a shield. Ordinarily their shield can only be charged up by Shield Surveyors, and their shields start out at zero strength. With this mod, all their shields have turned into real shields, which start regenerating immediately, which will probably make Loader-heavy areas much more difficult.
So you'll have to get used to epic chests opening up to find a handful of dollars and some pistol ammo. Them's the breaks, currently. Keep in mind that areas which are creature-heavy such as Caustic Caverns or full of non-gear-using enemies such as most of the Dragon Keep DLC will be pretty weak in the loot front, since weapons and shields will generally not be found in those areas.

No other unused weapon from that DLC has been added, though -- there are a few others.
By default, loot will skew much more rare. By default, adds Gemstone-rarity weapons into the E-Tech weapon pools. Darts and Spikers drop less frequently in the E-Tech pools. Normalizes weapon type drops a bit. Decreases pistol drop chance, increases all other weapon types. Lootable Container Changes: In the default configuration, "regular" treasure chests will always provide at least blue-rarity gear, and has a decent chance of including stuff from the legendary pools.

Mordecai's Stash from the mission The Good, The Bad, and the Mordecai has been changed to only drop sniper rifles, and vastly improves the gear quality.
Roland's Chest in Sanctuary has been changed to only have loot pools with weapons, and is guaranteed to have at least a couple legendaries. When lockers spawn gear, they will always be blue-rarity. Previously lockers had a chance to spawn even legendaries, so some could potentially see this as a drawback Safes have been improved: Eridium configurations are far more likely, cash quantities have been improved.
Gear drop chances have been dropped somewhat, but gear from safes will always be legendary. Fixes some "shield" loot configurations which had an error and would never spawn, previously.
Makes Eridium drop 2. Though that can be configured easily. Bosses with just a single unique drop will therefore be guaranteed to drop that item. If a boss has more than one in their drop pool, you may get duplicates of one rather than one of each.
Raid Bosses will drop better loot, and will drop as many unique items as are in their pool. Though that can be configured easily Seraph Crystals will drop from Seraph Guardians even in Normal mode, and the amount of Seraph Crystals have been increased.
The Warrior's non-unique drops have been improved slightly Witch Doctors both in Big Game Hunt and Son of Crawmerax will drop an Eridium stick, and have a pretty good chance of dropping a Relic as well. Elite Savages are guaranteed to drop loot though just from the standard pool The Loot Leprechaun from Wedding Day Massacre will drop from the Epic Chest pool, rather than the regular treasure chest pool.
I've always been mystified why it didn't drop a ton of money from the start. Remove early-game loot restrictions. This version enables spawning of basically everything from the beginning, including all grenade types, relics, class mods, rocket launchers, etc.
Both this and the UCP "Remove Loot restriction in the beginning areas" section, and even Early Bloomer itself, can be active at the same time with no ill effects -- it'll just mean that the relevant commands get executed twice. It can be toggled off if you'd prefer that to not be the case, though some of the unlocks are hardcoded in the main area of the mod, since we need some unlocks for things to work properly in the early levels.
